75% of European government leaders have a Twitter presence, but only 10 leaders tweet personally, including the entertaining Toomas Ilves (@IlvesToomas), President of Estonia. Twitter is particularly popular among governments of small nations like Andorra, Liechtenstein, Luxembourg, Monaco, and the Vatican.

Four European accounts rank among the most followed world leaders; however heads of governments of key EU countries like Germany, Italy, Sweden and Denmark have so far resisted joining the Twitterverse.
