European Union leaders have embraced Twitter as the new communications tool. All European Commissioners have a personal and an institutional Twitter account and their spokespersons are actively tweeting too.

Council President of EU Donald Tusk

Donald Tusk, the, former Polish Premier Donald Tusk renamed his personal Twitter account from @PremierTusk to @DonaldTusk once he was elected President of the European Council. Donald Tusk created his personal account on 17 September 2011 and tweets about two or three times per month, depending on the political agenda. Two thirds of his tweets are @replies often interacting with prominent Polish politicians and journalists. @DonaldTusk hasn’t added a header picture yet and rarely tweets photographs. However sometimes he shows off some of his private life such as a humorous tweet with a snowman, posted on 31 March 2013 or the black and white picture of his mother on 26 May 2014. @DonaldTusk only tweets in Polish and sometimes also in Kashubian, the dialect of the ethnic group living in northern Poland, from which Tusk proudly derives.

Council President of EU Donald Tusk

When he became President of the European Council on 1 December 2014, Donald Tusk took over the account of his predecessor, Herman Van Rompuy, renaming the account from @euHvR to the personal-institutional @eucopresident. Tusk and his team are, however, more active than his predecessor. Almost all tweets are original content and the account is primarily used as a ‘broadcasting’ tool, with very few @replies nor retweets. Although tweets occasionally sound personal, they are generally carefully-prepared political statements and tend to be written by the president’s team. A large proportion of tweets are sent on Thursday and Friday, and a disproportionately high number are sent late in the evening or in the early hours of the morning – reflecting the nocturnal hours of European Council meetings. Almost every tweet has been retweeted and favourited, with tweets on the situation in Ukraine the most popular. Tweets are generally in English, but other languages – including French, Spanish, German, Estonian and Ukrainian – are occasionally used when addressing issues in countries that use those languages. Photos and videos are often used, including Tusk’s own video summaries of European Council meetings. @eucopresident is mutually following 40 other world leaders.

@EUCouncil sent its first tweet in December 2012. It shares institutional content, and background or educational information. Despite its name, it is not where you go to check for latest Council news, which still comes out of the @EUCouncilPress account. The European Council also maintains a popular video Twitter feed @EUCouncilTVNews which also has a Vine channel. The tweets of the @EUCouncil often include photos and videos and are mostly in English, with the occasional one in French or Dutch. The account is mostly used to broadcast information and often retweets the Council president (@eucopresident). The most used hashtag are #EU and #euco.

Commission President of EU Jean-Claude Juncker

Jean-Claude Juncker’s account was created as @EPPDublin on 11 January 2014, ahead of the European People’s Party congress in Ireland. Once elected as the EPP candidate for the Commission presidency, Juncker and his team took over and renamed the account, inheriting around 5,000 followers. During the European Election campaign in 2014 the account was promoted on Twitter and now has a sizeable audience, although Juncker trails fellow commissioners Pierre Moscovici and Federica Mogherini in numbers of followers. During the election campaign, there were a few conversations, and retweets and mentions focused mainly on the EPP. Since becoming Commission President the account has become a broadcasting tool, with few @replies. Most retweets are of fellow commissioners or commission spokespeople. Juncker’s tweets as Commission President – which are prepared by his team – tend to concentrate on statements of policy, promotion of key commission initiatives, tweets about meetings with dignitaries, and messages in reaction to elections of EU leaders or newsworthy events. In the latter case, the official letter sent to leaders is often posted as an image. @JunckerEU is not yet well connected to his peers, mutually following only 11 other world leaders.

@EU_Commission was created on 21 June 2010 and is managed by the European Commission’s social media team. It covers news and information from the European Commission and engages on the priorities of the Juncker Commission. The account is quite prolific, however its average tweets per day decreased from 12 to approximately nine tweets a day. A third of these are retweets, mainly of former Commission President @JMDBarroso, the @eu_eeas and EU Commissioners @KGeorgievaEU and @JyrkiKatainen. The most mentioned user after @EU_Commission is @JunckerEU. The European Commission is quite conversational and engaging, regularly organising #EUchats with EU Commissioners. The summary of the chats can then be found on the Commission’s Storify account. Foreign Minister of EU Federica Mogherini

Former Italian Foreign Minister Federica Mogherini opened her Twitter account on 10 January 2012 when she was still a member of the Italian parliament. Federica Mogherini has seen a significant growth on Twitter since her nomination as High Representative of the EU for Foreign Affairs. The European External Action Service (@eu_eeas) Twitter account was created on 8 October 2009 and it ranks among the top five best connected Twitter accounts mutually following 89 other world leaders. It covers institutional content but also news on ongoing foreign policy developments around the globe including political crises, elections, disasters, but also a wider range of foreign policy related topics such as energy and trade. @eu_eeas also covers information concerning meetings held by the EU’s High Representative for Foreign Affairs and Security Policy @FedericaMog. The @eu_eeas account is prolific with an average of nine tweets per day, more than half of which are retweets, primarily of spokespersons @MichaelMannEU and @MajaEUspox. The @eu_eeas account maintains seven Twitter lists including one listing all 81 EU representations and ambassadors abroad. The most used hashtag after #EU is #Ukraine, reflecting the EU’s latest foreign policy priorities.
