Poland
Twitter seems heavily underrated by Polish politicians and authorities. The analysis of the Polish President and Prime Minister's Twitter accounts shows that the Polish political leaders prefer one-way communication, using Twitter as a kind of RSS stream to publish news. The only exception is Foreign Minister Radek Sikorski (@sikorskiradek), who seems to have mastered the art of tweeting.

This account of President Bronisław Komorowski has been inactive since autumn 2011 when he invited his followers to follow the institutional Twitter account of the Polish presidency instead. The personal profile of President Komorowski was only used during his presidential campaign in 2010. During the campaign the account was updated frequently, tweeting campaign news regarding meetings or TV interviews. The form of the tweets is rather official with traditional, one-way communication and no conversation with other Twitter users.

@prezydentpl is the only official Twitter account of the Polish presidency. The tweets are very official and, exactly like President @Komorowski’s, only broadcast news. Twitter users can find only news here, which makes this profile very much like an RSS feed. Examples of typical tweets: “Poland’s President meeting the German judges’ delegation” or “President discussing the security issues with Prime Minister, Defense Minister and Chief of National Security Bureau”, followed by links to the official website Prezydent.pl. The absence of any retweets, @mentions and @replies makes this profile not really attractive for Twitter users to follow.

Polish Premier Donald Tusk has never used his personal Twitter account @PremierTusk. However the official Twitter profile of the Prime Minister’s office @PremierRP is active with an average of two tweets/day. The account frequently retweets other government officials including Ministry of Foreign Affairs’s spokesman @MarcinBosacki and government spokesman Paweł Graś. However the account does not engage in conversations with its followers. In June 2012 the account went into #Euro mode as the European Football championships were held in Poland. “There was no luck, but the fans’ support was great. Let’s keep enjoying #Euro2012 together with our guests”, after the Polish national team was eliminated from the competition.
