The Presidency of the Dominican Republic has one of the five most active accounts, having tweeted an impressive 11,300 times since April 2010. @PresidenciaRD retweets more than any other world leader or governmental account; almost two-thirds of tweets are retweets while it @mentions other users in every third tweet. However, it is not particularly conversational, just 2% of all tweets are @replies.
